GENERAL RENTAL CONDITIONS
Car rental through our services is available to travelers of all nationalities and Cubans residing abroad. Please note: Car rental through our services is not permitted for Cuban citizens living in Cuba. The minimum age to rent a car is 21 years old + a 1-year driver's license (the driver's license must be held for more than 1 years ).
Non-Grato: The customer is solely responsible for knowing their status with a Cuban rental company. We do not have access to this confidential information. If a customer books a rental and has been declared Non-Grato in a previous rental, we will not be responsible if the rental agency denies delivery because the registered driver has been declared Non-Grato. In this case, no refund will be issued.
• It is mandatory for the contract holder and additional drivers to rent a car. If the main driver is not present when picking up the vehicle, the rental may be denied. Only one primary or additional driver may be booked for a rental at a time.
• The customer is required to present the Voucher issued by the travel agency or tour operator, the original passport, and a valid driver's license of the reservation holder (name changes are not permitted).
• The customer agrees to pay all outstanding charges for the service provided under the car rental agreement.
• The customer is responsible for receiving and ensuring that the RENTAL COMPANY ensures that the vehicle and all accessories described in the agreement are in good working order. The customer agrees to return the vehicle in the same condition as received and on the date and time specified in the rental agreement. The customer also agrees to pay for any accessories and parts of the vehicle that are missing upon return and that were not reported as missing upon receipt. In the event that any of the reasons mentioned in this section arise, the Travel Agency and/or online site through which the car was booked is released from any liability.
• If the customer is deprived of the use of the rented vehicle by a legally authorized organization due to the commission of a crime or violation of an administrative provision, they will not be entitled to any refund of the amount paid. They will be responsible for the costs of any accidents and/or lost earnings due to the vehicle being down. In the event of impoundment of the vehicle, they will be obligated to pay the RENTAL COMPANY the full value of the vehicle.
Vehicle Conditions and Right to Refund
The customer has the right to inspect the vehicle upon delivery. If the vehicle has mechanical or structural conditions that prevent its safe operation, the customer may refuse service and not use the vehicle, provided that:
- Notify the agency or rental company immediately.
- Sign a statement in the contract stating that you will not use the vehicle due to its improper condition.
- You have not made any journeys with the vehicle.
In this case, the customer will be entitled to a full refund of the amount paid for the rental.
Important:
If the customer decides to use the vehicle, even if he acknowledges its conditions at the time of delivery, he will be considered to accept the condition of the vehicle, and will not be entitled to any refund, partial or total.
Secure Payment via Credit or Debit Card
If the customer chooses to pay using a credit or debit card, a secure payment link will be provided to complete the transaction online through the 3D Secure (3DS) authentication system.
This system ensures that only the legitimate cardholder can authorize the payment, as it requires an additional verification step—such as a one-time password (OTP), biometric confirmation, or bank app approval—directly from the issuing bank. This process is designed to prevent identity theft and fraudulent transactions, offering greater protection and peace of mind.
Important:
The reservation will only be confirmed once the payment has been successfully authenticated through the 3DS system.
ADDITIONAL FEES
When picking up or returning the car, the customer must pay the following fees (if applicable) according to the public rate schedule and conditions of each RENTAL COMPANY:
Additional Driver.
• Empty return fee. IMPORTANT: After payment for the service, cancellations are not permitted, nor are refunds issued for the amount paid by the customer.
Cancellations Policy
Car Rental Cancellation Policy. The following penalties are established for cancellations or no-shows when confirmed: RENTAL AGREEMENT 2024 *Cancellations made at least 60 days in advance will be penalized with 25% of the total reservation value. Cancellations made at least 30 days in advance of the start of the service will be penalized with 50% of the total rental value. *Cancellations made less than 25 days in advance will not be accepted; therefore, in the event of this, a no-show fee will be charged 100%.
Event of an accident or theft, call the police (-106-).
in the event of an accident, total or partial theft, the vehicle must be reported to the nearest agency and a police report filed. This will determine the liability of the user.
The vehicle must be returned at the agreed-upon time in the contract or within two hours thereafter. Failure to comply will result in a penalty.
If the customer chooses to return the car after the agreed-upon date and has not stopped by one of the Sales Offices to update their contract extension, they will be charged a car extension fee of USD 100.00 for each day missed, in addition to the daily rate of the extra day.
Return Policy
A day beyond 5 hours and 1 minute is considered an extra day.
If the car is returned after the scheduled return date, the customer will be charged a penalty for the overdue days, at the public rate, in addition to the aforementioned penalty.
If the vehicle's payment date does not coincide with the pickup location, an additional fee will be charged at the time of return.

LEGAL
Travel Restrictions
The Client acknowledges and agrees that All Travel USA operates in compliance with the regulations of the Office of
Foreign Assets Control (OFAC) of the United States. If the Client requests travel to Cuba or any other country subject
to OFAC restrictions, they must comply with all applicable government regulations and provide the required
Documentation.
All Travel USA is not responsible for government-imposed restrictions, entry denials, international policy changes, or
failure to adhere to established travel regulations.
4. Chargeback Prohibition
The Client acknowledges and agrees that, by signing this agreement, they expressly waive the right to initiate
chargebacks** related to any payments made to **All Travel USA**.
The Client commits to not contacting their bank or financial institution to dispute or Reverse charges processed with
the provided credit card. **All charges will be directly related to the services contracted** and agreed upon by the
Client.
Any payment concerns must be resolved directly with **All Travel USA Agency**, in accordance with the terms and
conditions in this agreement. If the Client violates this clause and initiates a chargeback, **All Travel USA** reserves
the right to take legal action and seek reimbursement for costs associated with the dispute and recovery of the
Insurance / Damage and Protection
The insurance is comprehensive and collision-free.
Includes:
- Collision Damage Waiver protects you if the vehicle's body is damaged.
- Includes vandalism.
- Third-party damage coverage.
Limitations/Exclusions:
- If you drive under the influence of alcohol, drugs, or medication, or if another person not registered as an additional driver is driving the vehicle.
- If damage occurs to the windows, wheels, or interior, for example, you will be required to pay the full cost of repairs.
Please note that these terms are not final and therefore may be subject to changes or exceptions. The car rental company will provide the final terms upon signing the contract.
Insurance Fee:
The insurance included with the car rental is non-refundable, as it is designed to protect the customer against any eventuality that may arise during the rental, such as accidents, damage, or loss. From the moment you take ownership of the vehicle, the insurance begins to cover it, providing you with peace of mind and legal support.

Customer Responsibility and Travel Insurance Recommendation
The travel agency acts solely as an intermediary between the client and the tourism service providers (airlines, hotels, carriers, etc.). Therefore, it is not responsible for missed flights, connections, delays, cancellations, or expired or incomplete travel documents (passports, visas, medical certificates, etc.).
It is the sole responsibility of the customer to check the validity and requirements of their travel documents prior to departure.
We strongly recommend taking out travel insurance that covers eventualities such as cancellations, medical assistance, lost luggage and other unforeseen events, to make your experience more comfortable and safer.
Flight Delays and Vehicle Retention
In the event that the client experiences a delay in their flight, they can contact our agency so that we can manage, in coordination with the rental company, the retention of the vehicle for a maximum of 24 hours from the original pick-up time.
This procedure is subject to availability and approval by the rental office in Cuba.
Important:
The contracted rental days will not be modified or refunded due to the delay. This means that even if the vehicle is retained, the customer will lose the time corresponding to the delay within the original rental period.

Our agency operates under all required licenses and adheres to the rigorous protocols established by ARC and IATA, including secure ticketing procedures, verified agent identification, and global recognition by airlines and travel suppliers.

Compliance with U.S. Travel Regulations (OFAC)
As a U.S. citizen traveling to Cuba, you hereby confirm that your visit complies with the regulations of the Office of Foreign Assets Control (OFAC) of the U.S. Department of the Treasury. Travel to Cuba for tourism purposes is not permitted under current U.S. law.
Your travel must fall under one of the 12 categories authorized by OFAC, such as family visits, educational or religious activities, professional research, support for the Cuban people, and other qualifying purposes. Documentation supporting your travel category (e.g., itinerary, receipts, activity records) must be retained for at least five years, in accordance with OFAC requirements.
Additionally, you agree not to engage in direct financial transactions with Cuban entities listed on the Cuba Restricted List, which includes certain hotels, government agencies, and businesses affiliated with the Cuban military and security services.
By signing this agreement, you affirm your understanding and compliance with these conditions.
